Northern South Park Update: 05/14/2025
Jackson Hole is experiencing an undeniable housing shortage. Some believe the NSP (Northern South Park) development will solve it. But we have a question: Can it be done responsibly?
The NSP Neighborhood would develop 225 acres and add 1,200+ new residential units. This represents a significant change to our community. It is impossible to introduce a development this large without impacting our natural resources and community infrastructure.
The NSP Neighborhood Plan was adopted in 2022. Site-specific LDRs (Land Development Relations) were designed to accommodate the plan and protect the community. The NSP plan was awarded a density bonus because Commissioners believed it showed reasonable solutions for community impacts, including an East-West Connector road and wildlife-permeable open spaces.
The application for the NSP Master Site Plan Area 1 (currently up for public comment) lacks essential considerations. These omissions represent irresponsible shortcuts and violate the terms of the LDRs.
We are advocating for several updates and changes to the Master Site Plan before it is approved:
- Build the East-West Connector Road to align with the neighborhood plan.
Including the East-West Connector Rd. would mitigate the impacts of years-long construction traffic and the additional 4,000+ daily trips made by new neighborhood residents. The West Jackson Neighborhood and High School Rd. can’t sustain the load. Adding this much traffic without an alternative route is irresponsible, unsafe, and shortsighted. - Comply with all LDRs specific to this site, including wildlife permeability and parks.
By creating parks for people and open spaces for wildlife we diminish human-wildlife conflict and support our community’s vision for wildlife-permeable landscapes and protected natural resources. - Include a phasing plan identifying triggers for transportation improvements and fiscal responsibilities.
A phasing plan provides a predictable timeline for the community, ensures that important infrastructure changes and upgrades happen before they become problems, and ensures that infrastructure improvements don’t all fall to the taxpayer.
Jackson Hole is a special place, and it is the responsibility of community members, neighbors, wildlife advocates, and thoughtful leaders to keep it that way.

The NSP must include an East/West connector to address traffic needs. It must also comply with all LDRs specific to this site, including true wildlife permeability. The plan should also offer a comprehensive phasing plan to schedule triggers for transportation improvements.
